1. Legal foundation:

(1) Laws and rules concerning the advanced training courses for government employees and the particulars of practice.

(2) MND stipulations governing in-service training of officers and men.

2. Purpose:

    All related training programs are designed to bring up the talented by providing them with essential expertise in accordance with the nation's established policy for a lifelong learning, so that the goal of combining appointment with training can be achieved in favor of national security work.

3. Classification:

(1) Advanced Research:

    It is intended for those who are willing to pursue advanced studies at home and abroad either at public fund or private cost. They may complete their studies for higher degrees as a full-time student or at their leisure.

(2) Language Training:

    Good opportunity is offered to those who are willing to learn foreign languages at their leisure. If they complete the language training with great success, they will be chosen to attend higher institutes at home and abroad. This is the most common way the NSB cultivates language experts for future use.

(3) Intelligence Training Course for Middle-level Officers:

    The officers under captain in military rank or those holding positions under Grade 7 on civil service are requested to attend the class for the duration of six months. They are expected to become the backbone of the Bureau after having learned how to perfect their job.

(4) Intelligence Training Course for Senor officers:

    The officers above or equivalent to major in military rank, or those holding positions above Grade 7 on civil service are encouraged to take part in the class for the duration of six months. The trainees are expected to learn more from the class about intelligence, command system, and leadership. Their judgment, originality and intelligence thinking can also be enhanced to a higher level.

(5) Strategy-oriented Training Course:

    The officers whose military ranks are above or equivalent to Lt. Colonel, or those holding positions above or equivalent to Grade 9 on civil service are encouraged to get into the class for the duration of one year. In order to meet the actual need for the execution of duties in the new century, the course offers a wide range of subjects, including national security strategy and special intelligence competence.

(6) Others:

    Additional training courses may start in due time if necessary.
