The National Security Bureau (NSB) was established on March 1,1955, under the supervision of National Defense Council (NDC). With the creation of the National Security Council (NSC) to replace the NDC, the Bureau accordingly became an organ under the NSC. Shortly after the NSC Organic Act and the NSB Organic Act were promulgated by the order of the President on December 30,1993, the Bureau emerged as a legal institution on January 1, 1994.

Since its establishment, the Bureau has functioned normally while striving to adapt itself to the changing security environment at home and abroad by unfolding a series of reforms, such as the restructuring of organization, adjustment of job priorities, introduction of relevant systems and regulations. In accordance with the NSB Organic Act, effective as from 1994, the Bureau has a mandate to carry out intelligence activities of national security concern in addition to planning and conducting the special task. In the fulfillment of missions, the Bureau follows the guidelines of exercising its powers within the bounds of the law, staying politically neutral, and separating the intelligence role from law enforcement. The Act of National Intelligence Work, effective as from February 5, 2005, authorizes the Bureau to direct and coordinate the activities of national intelligence community, which has legally consolidated the Bureau and laid a cornerstone for its further steps forward. |
Looking back on the evolution of the NSB, from its founding, transition, up to its fully legalized and institutionalized status, one can conclude that the Bureau has a sound system in use. The world has changed, so has the NSB. Facing current difficulties and emerging threats, NSB members stand firm and dedicated as ever to do work in a more responsible way. The well-established foundation, together with the improvements in both organization and operations, will help the NSB keep abreast with the times and rise to the challenge of safeguarding national security and interests.
